“Go up to Hilkiah, the high priest, that he may count the money which has been brought into the house of the LORD, which the doorkeepers have gathered from the people. (2 Kings 22:4)
Jeremiah 1:1-2 indicates that the prophet Jeremiah was Hilkiah's son. Jeremiah began his ministry as a prophet at the time that King Josiah was in power.
And when the king (Josiah) heard the words of the Book of the Law, he rent his clothes. (2 Kings 22:11)
The people of God had drifted far away from God into idolatry. The temple of God (the house of God) was neglected. At such a spiritually dark moment, God raised up a young King called Josiah.
The background to the above text is that Hilkiah, the high priest finds the book of the law in the temple while he is conducting repairs to the temple. He brings the book of the law (God’s written word) to king Josiah. When Josiah heard the word of God, he was convicted and tore his clothes as a sign of repentance.
Likewise, when you hear the word, there must be a response to the word on your part. You can’t just hear the word and do nothing. It's not just enough to say, “I believe the word of God” you need to act on it.
So Hilkiah the priest, Ahikam, Achbor, Shaphan, and Asaiah went to Huldah the prophetess, the wife of Shallum the son of Tikvah, the son of Harhas, keeper of the wardrobe. (She dwelt in Jerusalem in the Second Quarter.) And they spoke with her. (2 Kings 22:14)
Little is known of this woman of God other than this mention here (and the similar account recorded in 2 Chronicles 34:22). With the apparent approval of King Josiah, Hilkiah, the priest, consulted this woman of God to know the mind of God.
